As a general rule, yes. In this case, no- the cost is 5.
The physical adept powerin question specifically states "if the adept
later wants to increase a Physical Atribute using karma... The cost is
based on the toalt attribute rating..."

This prevents physads from raising stats to racisl max, them buying them
up to a total over racial max with karma at reduced cost.

I don't think so. The power, once bought, is a permenant boost. It
would be unusual for a power's cost to change once bought just because
an attribute did- the power would mention it. And remember, this was
written to be used without intitation, so where would the extra magic
point(s) come from?

All said, this is still one of the WORST ("points wise") physad powers
there is, unless you have magic to burn and REALLY high physical
attributtes that need raising (like trolls maxing out or going over max
on body). I'd still personally buy the attribute with karma- you can
loose magic rating, thus loosing the "improved attributte". And its not
even nearly possible to get stats as good as 'wares give at any
practical cost.

OTOH, a troll physad with all physicals at 1.5max, and no 'wares
impacting healing, would be damn impressive! But that would be, at a
minimum, 9 magic points and a LOT of karma (if the GM allowed stats over
max with karma) or 18 magic points raising them from racial max to 1.5
times. Way to much magic to spend on "just" stats.
