Isn't something like that the case in more countries? After you've left the
armed forces they can still call you up for exercises? Or do it like they do
in Luxembourg: anyone who wants to work for the government has to join the
military first. Want to be a mail man? Join the army for two years and when
you get out, you can be one :)
