The full kilt outfit is, in some places, the functional equivalent of a
business suit or even tuxedo.
The odder exclusion is the lack of a formal armored KIMONO, which would
likely be a popular item (to some), especially with japenes mages. I'd
say its stats would be basically the same as the kilt, but I'm not sure
as to the relative amounts of thickness / layering. The kimono might
give a slight concealment bonus for some items (hidden in the obi or
under / in the copious arm space), as opposed to comming with a
cerimonial knife. (skean dhu, according to NAGRL).
Other assorted loose formal "ethnic" clothing might also be aprorite,
but is easy to wear from fit under, and probably not widely demanded.
But KIMONO'S? Some people buy them (for business) TODAY!
