Question...

I was just reading the errata on the SR website....And it corrects the armor
section saying that to effect quickness, the armor ratings are added (both
impact PLUS ballistic)....is that right? So a person wearing a camo suit,
would have to have a quickness of 8 or higher for it not to effect them?

Nope.. a quickness of 4 is all that's required to handle armor 5/3
without combat pool penalties. I think your confusion comes from not
reading the entire second sentence of the first paragraph:

"To reflect this, for every 2 points of Ballistic AND Impact
armor HIGHER than a character's Quickness Attribute, reduce his or her
Combat Pool by one die."

Meaning that our aforementioned character with quickness 4 and wearing
a full camo suit (5/3) will only have 1 point of armor (ballistic; not
that it matters;)) above his quickness; hence he will not loss combat
pool, because 1 above quickness is less than the 2 required to loss a
die!

But with the "and" isn't that saying to add it?!?! It seems so to me...
So 5 (ballistic) plus 3 (impact) equals 8 total. Therefore, it's -2 die
from combat pool for quickness of four character...right?

Well.. not according to the example on p. 285 (modified by the
errata), which states that a character (Twitch the wired elf
samurai;)) with quickness 6 losses 2 dice from his combat pool while
wearing 9 points of ballistic and 7 of impact armor. The only way this
is possible is if the armor ratings are added AFTER quickness has been
subtracted:
(9-6 + 7-6) = 4 points of armor above quickness 6 => 2 dice
lost from combat pool.

It's the true rating; in this case it's the ratings of an armor vest
with plates (4/3), a lined coat (4/2), and a small riot shield (1/2)
totaling at 9/7 !
