Simple enough.
Its when you start to tinker with this it hurts.
The shell is an explosive charge, probable shaped to explain
away the lack of area and the NASTY damage. this is blasted out
of the cannon by a charge of propellant behind the charge.
fusing is probably dynamic, arm on fire, detonate at standoff
impact
What if you have frag loads? wrap prescored wire around the
charge.
(40mm DP uses this, a shaped charge with a frag jacket.nasty)
As this is basically a long barrel grenade laucher or a small
low velocity 20mm cannon, you should be able to get different
ammo for it.
Maybe:
slug.AP. API <tracer>. HE. frag .WP. stuff like that.

this is EVIL. fix a shell into a wooden board, cut off the
propellant and fix the fuse REAL sensative (about 60 lbs
pressure)
then put them down as mines.
Step on it and the charge goes off. 18D to the foot.
(justa guess, but MOST boots have little Sole armour. Also, i'd
limit the damage to serious maximum. but the wound has a lot of
floordirt blasted into it... may have to amputate....

As Far as i remember, the US army has something like this in
developement, a 30mm grenade rifle thats clip fed. 8? rds,
direct fire.
