OK, I'll admit I haven't studied to point costs for Edges or Flaws
(I didn't want to think about changing them yet) but here's my suggestion.
Astral Distraction
Value: -2 (magicians only)
Magician is confused and distracted with astral input while jacking
into the matrix or vehicles. Apply a +2 target modifier to all tests made
whenever the magician is jacked in to anything.
I chose to make it a Flaw to make the rule optional and to keep the
core rules simple. Point value was based on a mild allergy. The target
penalty was increased for the Flaw since jacking in is a conscious choice
for the magician and therefore more under his control for the exposure. I
hope this helps settle the magician decking debate.
