I have two questions:

A: An astrally perceiving mage recieves a bonus to his reaction (I
think it is something like +20). Does the mage roll an additional 20d6
for surprise tests?

B: If so, is the target number 4, like normal, or is the number higher
for the surprise test, and if so, what is the correct target number?

Only +20 to his initiative.

So no increase to Reaction , and thus not to surprise tests.

It's still 4.

No. The magician gets +20 _initiative_, not +20 Reaction.

The TN for surprise tests is always 4, plus modifiers for stuff like wounds
and other distractions, and the -2 for being the party that causes the
surprise test to be rolled.

If I remember correctly, the +20 Initiative is granted
to mages Astrally Projecting, not Perceiving. Am I
wrong?

No, you're right. I think the +20 represents the fact that you're no
longer bound to inertia, gravity and the such.

You are right, only +20 Initiative when projecting, and only from the
following round. So the mage with Initiative 13 who projects on his first
Initiative pass, will not recieve the +20 Initiative intil the beginning of
the next round.

The opposite is however true, that when you stop projecting you will loos 20
points of you current Initiative immediately. So the mage with Initiative 23
who stops projecting on his first Initiative pass, will not get any more
actions until next turn.

You're not wrong -- Stephen was, and I read his post quickly enough that I
didn't notice he was talking about astral perception, not projection :)
