This sounds like that Novel: Night's Pawn, where the cat shaman conjures a
city spirit. Chapter ten or less? I recall that the guy asked to have the
spirit physically manifest, so they could tell when it went away.

Besides, the 'cat' used accident power against someone besides the
summoner, which (by rules) requires that the spirit manifest to use that
power. Similarly, Using guard on someone besides the caster also requires
the spirit to manifest, so that's why they saw the 'cat'/City Spirit.
