Since I have just received the archives of this list I think it's about
time for my two-penneth worth on this subject.

Magicians who are astrally projecting can attack any other ACTIVE astral
entity. They cannot attack mundanes or non-assensing mages, though they can
attack the mages foci (he he - evil grin).

Magicians who are astrally perceiving can attack anything they can see on the
astral plane (including mundanes) because they are dual creatures while
percieving astral space. Now this may seem a mite unfair, but the astrally
perceiving mage can only go where his physical body can, so he must actually
get up and open the door of a room if he wants to be able to attack the
targets outside.

This leads me to another sticky problem:

In the sourcebook Native American Nations Volume 1, The prologue
uses the toxic shaman for the included adventure. When he hears a noise
outside the room where he and one of his conspirators are having a meeting
he starts assensing to find out who is there. Now it states that he was only
assensing, so I am assuming that this means only perception.
Now the problem: He identifies that there is an assasination team
outside the door in the corridor. If he was only perceiving how could he
get through the door to see without actually opening it? Also, he then goes
on to cast a power bolt through the door and into one of his assailants.
Now if he was projecting he should not have been able to do this as the
attackers were not astrally active. If he was perceiving he could not cast
the spell either as he could not see the target.

Now my proposed reasons for this:
a) Artistic license was being used to make a good prologue and as such this
was totally unfeasable (I don't believe this but it is a possibility).
b) He was only assensing but since you can see through other objects
(like a wooden door - it is natural but is processed) with a visibility
penalty, he could cast the spell but with a target mod. for visibility.
