While your reasoning is sound, it violates the Matrix rules of Shadowrun.
My answer is the same reason frames cannot do System operations, the security
protocols prevent you from doing it. It's a lame reason, but its also the
bottem line as far as shadowrun is concerned. Some things just cannot be done
if you work inside of the rules.
