These should be easy for you :) :

If a magician casts a Heal or Treat spell on a character that has suffered a
Deadly Wound, does the character heal normally (as per the spell effects) or is he merely
stabilized (as per the first aid rules)?

When someone fires a burst at a vehicle, do I reduce the damage code before or
after adding burst modifiers? For example, if an assault rifle is used, is the final
damage code (8M -> 4L -> 7M) or (8M -> 11S -> 5M) ?

The character is healed as per the spell effects.

Reduce the damage code before you apply the burst modifiers. You need to
reduce the damage code first just in case the body/armor of the vehicle
reduces the damage code to 0 or less (and the attack has no effect).

It heals damage boxes, making a health spell a much better way of caring
for a dying character than first aid. Of course, the magician has to resist
Deadly drain now, so you'd better have a magician good enough to remain
standing after that :)
