Okay, I'm currently reading the 2nd book in the Dragon Heart Trilogy, and
Burnout was just revealed to be named 'Billy Madison'. I'm certain that I've
read this name before somewhere in Shadowrun fiction. Can someone remind me
where I saw it? Also, I'd prefer if this can be done without discussing
events later on in the DH trilogy, since that'd be a spoiler for me. Thanks!

I think that Billy Madison is the name of the kid who can become Captain
Marvel by saying the magic word Shazam. From DC comics. He was a major
player in the Kingdom Come story a few years ago. Maybe Koke is a big DC
comics fan?

Captain Marvel was the heroic incarnation of Billy Batson, not Billy
Madison.
