I am not aware of any conflict though I believe it is a general unwritten rule
that you only use the highest form of increase initiative/reaction device
available. Hence someone with boosted reflexes (2) and a quickened increase
reaction (4) would just use his spell to add to his initiative. Of course as
soon as Mr/Mrs Nasty Mage comes along, bang goes your spell and you are left
with boosted reflexes.
