And I would point to a counter example by FASA in the module
Elven Fire. While I personally have not seen the character write
up, the GM who is running the module has describe her in great
detail, including her Clairvoyance (Zero Range) spell.

The astral plane is a separate reality based upon emotions. People
without eyes in the real world adapt their other senses and continue
to function. I would argue the same can be said for those who wish
to function on the astral plane- except rather than rely upon hearing
and touch, they rely upon more emotive senses/traits.

Yes
But can she cast spells for which you need to see ??? I mean LOS - range spells
To my knowledge Clairvoyance can't be used to cast spells at someone
cfr. Jesse, Toxic Shaman from the adventure with NAN1.

If I get you right, she could in astral space.

Adapt their senses??

Hmmm... Clairvoyance (range 0) (or any range) could not be used to
sight targets for spellcasting, although astral sight could. Astral
sight, on the other hand, could be used to sight targets for spellcasting,
but could not be used for reading text, looking at physical objects as
they appear physically, etc. A blind mage couldn't read, although she
could sense the emotional content of the message. This is bad if she gets
a note saying "I'm in grave danger - please meet me at 102 Hamilton!"...
