Also, it helps if you have a highly detailed character background to work
with... I have a 50+ questionairre that really makes the players think
about their character, and I also expect a detailed history before the
player is allowed to play. Then you can get to work and design encounters
to fit the characters (not the players) personalities and backgrounds.

Have entire sessions that are not only non-combat, but revolve strictly
around developing the characters personal life. The players quickly get
attached to their characters, and when you drive the point of how lethal
combat really is with a few well placed bullets, they will start caring
about their characters lives, and will try to play smart,rather than
munchy-like...

At least, that's how it SHOULD go... Some munchy's are simply beyond
reform. You either caterto their style of gaming, or you kill the
character and tell them to go play Rifts or AD&D...:):):)

BTW: Best Munchy saying heard last Thursday during an AD&D session:

Halfling Fighter wearing Full suit of Hide Armor (basically some sort of
upgraded leather) gets doused with fire, that he can't put out. When told
his skin is burning, he replies with "But I don't HAVE skin!"

It took several minutes for me to stop laughing long enough to stand up off
the floor!
