Well it depends on the situation. For example many of my characters go out
without any armour on for contact meets and generally non-dangerous stuff,
especially if the meet is in a corp part of town where you want to
minimise the attention you draw.
Other times its impracical to wear armour yourself, e.g. in a hot sweaty
night club, or if you go to Ha'wai'i where your street sam might best have
a streetline special in an ankle holster and little else (thats why dermal
plating and orthoskin are the most common mods there).
Besides not wearing armour yourself to make it more of a challenge, you
may simply be out numbered or out cybered, or maybe you catch your target
unarmoured through clever use of tactics.
