Actually this goes completely against SR's idea of karma, which isn't Karma,
but is simply your ability to improve. You get just as accurate shooting at
civvies as you do sammies. Shooting innocents is a fact in a cyberpunk
setting. Life ain't fun. Don't go imposing your morals on your players.

Sorry to snap at this, but I personally think it is a bad idea, and want to
stop it dead :)

Everyone has thier opinions. True, you can improve shooting
civvies, but there is more to karma then improvement. Some of the K
go's to augment your Karma pool. This is essentially luck.
I personally believe in the Fates. Do something to tick them off, and
no luck or bad luck. Like Wesley said, it is my game, I am God in my
game, and if the players do not like it, they can frag off. So far, no
one has left because I choose to be an a**hole about shooting
civvies.

Plus, I said "innocents", not strictly civilians. This is a huge qualifier.
I also use the Reputation rules, and assign high public for murdering
lots of innocents. Then there is the silence factor. My group loves
guns, but usually carry NarcoJects in favor of not bringing security.

Many people run the shadows, praying that whatever gods they worship will smile upon them.
I waltz through shadows with my gods, and I lead!
