In my current campaign, we played extensively each character youth and
existence prior to meeting the other PCs.
That took one to three full-length (8-12H) game sessions per player...
Lengthy process, but it has proven immensly worth it.

It provides a number of NPCs, that can start future plots or introduce
main campaign plots early, diverging objectives for the PCs, since each
one follows his own agenda.
Also, characters are much more precisely psychologically defined, as
actual growth is played. Moreover, solo play seems to imply more
involved roleplay.
Eventually, it is really fun - playing an emotionally disturbed kid or a
pure corporate bitch is sheer laugh.

I'm moving out of topic here, but well, here is an idea for people who
give GM-made PCs to their players: make the introduction session
flashback-structured. A friend of mine did this, it was just GREAT.
During the first few seconds you don't know what's happening, and then
you go on with present time, then dose into flashbacks that you
eventualy play...
Non-linear timeflow works in litteracy or movies, it works as well for
role playing games.
