An Idea I had when sending the original messge is based off the
normal character creation methods:

For stats, spells, and skills, multiply the amount of purchase points
allocated by 3 or 4, but multiply the COST by the the rating of the
skill / stat / spell. (i'd say 3, not 4, except maybe for skills).
This could work for cash, too- give a little more cash (say, 50%), but
charge street index prices.
Magical atrribute bonuses and cyber effects suddenly become quite
apealing, and I’d suggest limiting stat increases or increasing thier
karma cost (a good way is to charge twice for the second increase,
3 times for the third, etc).

Another option is to build the character with nothing but “karma”
points, buying all stats ETC up from 0. This doesn’t make high force
spells any harder to get, though, leaves stuff out, and is genarally a
lot more work.
How many “karma” points- geez, I dunno know. I’d take C in each
catagory, then make 2 characters- one that costs as little karma to
build as possible, with “low and broad” stats and skills, the otherwith
as many “peak stats” as possible.
Average the two karma costs together, and thats “starting karma” without
cash, magic, or race, which you’d have to fudge “karma” costs for.

Either method might also make it to EASY to buy many moderate level
stats and skills, to hard to get a couple really good ones, and to
benificial to increase stats with karma, cyber, or magic, especailly low
force health spells. It obviously changes the "stat curve" a bit!

If just high skills and spells are your problems, restricting thier
starting ratings is a good way to go, and even recomended in the
"Companion".

You figure out approximately how many karma points should be used to
create a fairly balanced character, and I'll give it a try :)
