It means the person it is cast upon must be a willing recipient (it
blocks out their normal vision so would have offensive use otherwise,
also this saves drain). It does not have to be cast on yourself, but
the recipient gets remote vision for themselves (so cast it on a
friend and you get nothing but the +2 for sustaining the spell)
