Can I publish it?
Whom I should ask for permission?
Graphic? (Who made that: Waller or Nelson?).

Probably not, but I'm not up to speed on the rules for this kind of thing.

I wish I could find the book that it's from ... It might give the answer :)

It depends on how FASA handled the rights to these things. If they
bought the rights from the artist, then they now belong to WizKids;
otherwise, they might belong to the original artist(s).

I don't think you can (though you could run a filter
over the original B&W and probably be able to hide
behind artistic license -don't know what the
precedents are for such a case). You may send it to me
privately though :).

Presumably this isn't his webpage and therefore
technically not him publishing it, or he'd already be
incriminating himself while asking whether he can (and
this would be... not clever). Unless he considers this
network non-public; this would be rather naive
considering the fact that the list archives are
accessible to everyman. I'm going to say that his
altered, coloured-in version is what truly matters
here and this remains as of yet unpublished.

So, does the rifle have a yellow rubberized grip? :)
