For the PA power combat sense, it says something to the affect that the
PA gets to role his combat pool with his reaction for surprise rolls.
The way its worded, it led me to believe he actually had to _spend_
combat pool dice so that used what was left for your combat pool.
I _think_ that is how it is supposed to go.

But I would think that with a better reaction to a surprise situation
(using Combat Pool) would actualy leave _more_ combat pool dice to use
as you have more time to react. As it is above, the less surprised
you are, the less combat pool you have to spend. (generally)

Whew, what do you all think, eh?

This is not necessary. The physad effectively "spends" the
combat pool dice for the surprise test. If the physad gets surprise, he
or she can use any *remaining* dice to augment the surprise action. If
the physad is surprised, he or she can't use pool dice anyway (hence,
the definition of "surprise").
The surprised party doesn't get any kind of counter and basically
has to trust their Body to soak the damage inflicted upon them by the
non-surprised party. The fact that physads can add their combat pool
dice into the surprise test is an *amazingly* powerful ability. There's
no need to make it more so.

I say that you have to spend the combat pool on one or the other, because it
is in the same turn, and the dice do not refresh before your actions etc.
