After a re-read of the magic chapter in SR3, I think I noticed something
a tad bit strange. No where (as far as I can tell) does it state that
"every 2 successes rolled for a Combat Spell increase the base damage by
one level," like it worked in SR2. In fact, the only statement that
sorta eludes to (that I can find) is on page 191 in the description of
Combat spells. "The caster of a combat spell chooses the spell's base
Damage Level when it is cast."

Does the word "base" mean it stages like before or not? Or did I just
miss that rule somewhere?

While you had a base damage level for each version of the same type
of spell, now there is just one spell with variable damage level (Like
all the SR1 healings became 1 healing spell in SR2). When you cast the
spell you choose the damage level it is being cast at (L,M,S,D) and then
the drain is based on that damage level.
