This actually occurs here in Oz. When you vote you get checked off on the roll
for the electorate, and if after the elections you didn't vote, you get a letter
asking why you didn't. If you haven't got a good reason, then you cop a fine.
If this sort of thing was applied to the SR world, then it would really be the
people with SINs affected, not the runners, I believe.
