I believe so, but my books are already in the bag to go to work with me
tonight. I'm not sure how to work it and make it seem sensible in game.

Perhaps, if the Conjuror were of the hermetic type, these points could also
be used in an alternative method to indicate the number, in force points, of
bound elementals and the like that could be in service???

Yes. It's not mentioned that they don't get these points, while it _is_
noted that adepts don't, so it's safe to assume that they can use them to
"buy" spirits and foci with.
