IMHO, yes. Control Actions only allows the magician to control the
movements of the target, not their thoughts. Anything you can do
with a thought, you should be able to IMO. Control Thoughts,
OTOH, would stop them from doing even these things.

I'd say yes; since it controls thier PHYSICAL actions, any purely
m,ental activities would still be possible. Note that using a
cyberphone still requires that you speek, which the spell would not
allow. And decking would alos be problematic, at best... But you
might, for example, turn off a reflex trigger, command a (ally) spirit,
or use some other headware item like a camera.
