Subject: Controlling dragon's breath

OK, so most of us agree that a dragon's breath weapon is a nasty thing. It
covers a large area, and sets things on fire.

What if, I ask, the dragon wanted to concentrate his area of affect, to
say, an area of 4m^2? Would the fire do more damage? Can a dragon do this?

I seem to remember a ruling in one of the PA's saying something about Flame
Projection, if wanting to cover an area, incurs an actual drain code upon the
user. Perhaps something similar could be developed for the dragon in
question. In my games, the Great Forms are immune to drain however, so ...
