while remaining active... INT is at 1/2 normal , reaction is
lower due to this and all skills get +2TN due to less
concentration... BUT wearing the chip for 10 hours gives you the
equivalent of a full Nights sleep.(if you need to wake up fully,
and loose the negative modifiers,Willpower, TN5 roll . Takes
