If you're not going to stick a Shadowrun label on it, and it's not a
blatant copy of a map published by someone else, then you ask nobody --
it's your creation, which means you own the rights to it, and so you can
charge money for it. This would be the route I'd take, certainly with
something like a map, which is generic enough that it doesn't need to be
SR-specific.

If you want to publish maps that _do_ have "Shadowrun" on them somehow, I
think you need to contact WizKids, as they own the rights to the game.

Finally, if you want to duplicate the maps from, for example, Sprawl Sites,
you should talk to FASA, as they still own the rights to that book AFAIK.
