There is a very thin balance between Corps and the Goverments... the
point is that even if they don't get along together very well they have
to cooperate in order to make more money. Everything is money in
Shadowrun Universe (and in our Universe but that's another story :-) )
So imo at least they try to keep some sort of agreement with each other
and not mess much with each other busineness. Note that this doesn't
cover Aztlan of course since Aztechnology is the actual goverment of
Aztlan :-)
