SR3 only has "partial cover," which is exactly the same as in SRII: a +4
TN modifier, and as Robert says, +8 is blind fire. Fields of Fire has the
expanded cover rules, and there too, +8 is reserved for "0% of target
visible." +6 is for 1% to 25% visible; I myself use the same rule but in
simpler words: every quarter of the target that is out of sight of the
firer adds a +2 modifier.
