According to Fields of Fire, it does, at one-half the modifier that you
would get if you were fired upon (so if you're in +4 cover, you get a +2
TN modifier to your own shots). The rationale seems to be that if you are
in cover, you often need to sit in uncomfortable positions. However, it's
better to apply this on a case-by-case basis -- let the GM decide if the
position in which you need to sit behind cover is uncomfortable, and if it
is, apply the modifier. Standing behind a waist-high wall, even though
shots against you get a +4 cover modifier from it, wouldn't really impair
our own shooting IMHO.
