When I read this I thought of the difference between a standard
corporate cyberdeck, and a 'Decker' cyberdeck. There are specific
tools and programs in the rules that ARE illegal in SR. I was
wondering if anyone actually enforces these rules, or do you let your
charachters go to Radio Shack, buy a deck, and start cracking
Aztecnology.

Yep. :) If a decker in my game went out, bought a deck, and started decking
Aztech with it, he'd realize that there was no Masking, no Evasion, and they
probably find a Aztech hit squad on their doorstep before they jack out. :)

But then, no decker has ever been that dumb in my game yet. :)

Well, they can buy the software from a fixer, or a deckmeister. As for
the deck, well...if they can buy the programs and they want to pick up a
deck from Radio Shack and get to work hacking Aztech...no problem!

I will, however, let them make an intelligence roll to remember little
details...like "Oh, hey...that's right. These stock decks are really easy
to trace. I should modify it first."

If they go ahead and do it anyway, I'll make sure to take careful
notes, write the whole thing up and send it to CLUE. I'm more than willing
to suggest that "Hey, dude, that could be a bad idea", but it ain't my job
to keep them from doing the inane if they're determined...

Both :)

In theory, you _could_ deck into a very secure host with nothing but a
cheap, off-the-shelf cyberdeck. It's just that your TNs will be much higher
(because of the lack of memory for utilities to bring them down) and the
host and its IC will be able to hit you much more easily than with a custom
deck, but it _can_ be done.

As for the legal aspect, to buy illegal utilities in my game you have to go
to other deckers, fixers, or -- of course -- deckmeisters, not to a normal
store (although there would be stores run "by deckers for deckers" selling
them under the counter). And any character arrested while in possession of
such items will have that charge added to whatever other laws have been
broken, that lead to the arrest in the first place.
