cast spells dont get invisibility or improved invisibility, but disregard. I
want to know if disregard will work in astral space and if a astrally
perceiving character also feels its effects. Does it also works with
eletronic devices?

That spell doesn't seem to exist anymore in SR3, but going by Awakenings, I'd
say it does work in astral space (this is the way I used to rule when one of the
characters in my group had this spell). However, IMHO it makes astral beings
disregard the character under the spell, but not necessarily the spell itself...

No. The description in Awakenings says that "The subject remains visible and
detectable by mechanical means" which indicates that a camera has no problem
seeing the character. However, someone watching the camera's output may
disregard the character anyway (this is up to the GM, as the description doesn't
say either way).
