Just about guaranteed, stand by the questions on Anchoring.

I don't remember seeing a FASA rule on this one, except by following
the rip it out, get nothing back and put in more at full cost path.
However the GM's i have met all play the ruling that yes you can, and
generally if you go wired 1 (cost 2) to Alpha2 (cost 2.4) you just
pay the difference in the totals (0.4) not the difference * alpha (3 -
2 = 1* 0.8 = 0.8). Note that a few items sucha s boosted reflexes
specifically state they cannot be upgraded [wired is fine though]
