Could a decker with a lot of hitcher jacks put some psiosts on them and
then have them attack whatever the decker wants? Do psionics need a deck
in the matrix? Why don't they just, instead of attacking via matrix,
they get a location lock of the deckers meat body and attack him
telepatthicly?

A hitcher person can really only tag along. They cannot do anything in
the matrix.

Yes. Although the possibility of a meta-power that will allow one to
interface and run the net naked is a possibility.
