I talked to Tom over the summer about cyborgs, and got several answers. You
might want to check the archives. It was in one of my VERY-frequent errata &
discussion sheets. All I remember right now was that he (Tom; I don't mess
around talking with flunkies, and Paul and Sam DON'T count as flunkies:) said
that he had to write another book on it first, before doing a sourcebook. (ya
got me...) also he said he was working on it, but didn't want to give it the
cyberpunk (I assume he meant the game) feel.
]As to signature ratings, a living being has NO signature rating in the scope of
]these rules.
I also asked Tom about this. He said that it would be VERY high, which is why
they didn't bother with them. With the means that sensors use, humans present
a very low (high in game mechanics) signature.
