The damage formula Rat posted gives shotguns a damage code of 20-25S.

641 grain bullet x 1002fps (This was the lowest velocity I could find)=
642,282 / 45000 = 14 + 3 + 3= 20S

I actully think that this damage code is better than the current, it just
is not consistent with other shotguns. The current damage of shotguns
makes machine guns just shotguns that can shoot a lot faster.

There IS a problem with my formula when the weapons get large in SRII

It gives very accurate relative Forces, but SRII cut the relative Forces
off at about Force 20. A .50M2HB actually has a Force of about 45, but
SRII doesn't show this. For heavy weapons you just have to correct
downwards to keep the damages inside the SRII envelope.
