I assumed this was how combat spells would work, especially combat
spells with elemental side effects. Damaging Manipulations work
differently however. A damaging manipulation creates the element that it
is based on (fire in this example) near the caster and then travels through
the material plane to the target. That is why they are treated like weapons
fire with a target number of 4 modified by the various applicable target
modifiers and why I am raising a stink. I encourage you to double check on
me in the rulebook/Goomore and look at the casting description for damaging
manipulations, especially ones involving elemental effects. If I'm wrong
please correct me.
Your description looks very similar to the description of how
combat spells work, even combat spells with elemental side effects. I know
it looks like I'm splitting elf hairs, but if I do my point becomes more
clear.

Good. I will soon keep my S&W .44Mag loaded with 200 grain hollow
point copper jacketed babies. Mr. Nega-mage will soon be staring at aces
and eights!
