Sort of yes and sort of no. The way you phrase it, it sounds like a
mage *could* affect someone out of LOS with a combat spell -- if you
have a powerball with a six-meter AOE, but are casting it, say, through
a far-away window and can only see a portion of the room it'll go off
in, you can only affect the silhouette in the window, not someone laying
down on the ground or completely behind a wall. Mirrors for some
strange reason reflect auras as well; you target the aura in the mirror,
which is magically the same as the aura of the person you're
targetting. (And I mean 'magically' literally there.) It's the whole
synching of auras thing.

DMs can't be 'bounced' off mirrors, but you could lob a Flame Bomb in an
arc to get it, say, over a wall. Maybe there should be an Elemental
Rubber effect? :)

But DMs, except perhaps the case you mentioned (elemental light being
reflected) can't be bounced off mirrors or such. Straight line only.
The spells begin from the mage in the physical plane and travel in a
straight line outward to the target. Maybe a stiff crosswind...
