She must have stealth(general) at rating 1. It costs 1 karma
for the first level whether it be general/concentrate so assume
its general, and she then concentrates in urban stealth after
the first point. If it was during generation I think there is
a minimum of 1. ie you have 1(5) not 0(4) when specialising

I assume if you have a specialisation/concentration
you must have the general skill at rating 1.

The way the rules work is this. You have stealth(urban) at 6.
Since that is a concentration, you subtract 2 from the skill and that
is the effective rating in using areas other than the concentration.
The minimum rating is of course 1.

However, for specializations it's a little trickier.
I've got Firearms(Predator) at 8.
I will shoot other pistols at 6.
And I will shoot SMG's and the like at rating 4.

I forget where it's explained, but those are basically the rules for it.
