I thought that this was a standard rule - one can only use a number of Pool
dice up to the Rating fo the Skill that the Pool dice are being used to
augment. Thus, if one chooses to counter attack a melee opponent who
attacks first, then the base dice to be rolled equal the appropriate melee
Skill, and thus the maximum Pool dice that may be used is equal to the
Rating of the Skill. OTOH, if you just wish to dodge your little butt out
of the way, then you can throw the whole lot of your Pool into it.
