Well here we go: Digest mode on.......:-)
1) SINless population of Seattle was mentioned somewhere to be
approximately 60% of the official population. In the whole of the UCAS
it
should be somewhat lower since not all of UCAS territory qualifies as
megaplex. I wouldn't put it too much lower than that though, due to the
fact that a good part of the "anglo" american population has been moved
out of the amerindian territories, resulting in a seizable
overpopulation in the remains of "anglo" territory.

2) I would rate it more like Elves (least), Dwarfs, Humans, Orks/Trolls.
As for the reasons: With the foundation
of the Tir most of the American elves were invited to come back to the
homeland. With the night of rage not that
long ago, most of them should have felt inclined to follow that
invitation, leaving only those too hmmm... inap-
propriate (shouldn't have been too many. To consolidate their newly
founded nation and put a reasonable claim to
that "elves need an country of their own" propaganda they had to grow
QUICK) and those who had too good a job or
too many friends to consider moving. Read that as well-off and
perfectly legal (accidentally those two are the
main things needed for a successful application for citizenship, too).
Dwarfs should be second in my opinion, strangely enough, based on the
bias they encounter. There aren't that many
of them and those who are are seen by everyone as perfect mechanics.
This should make sure that the actual level
of unemployment is much lower than that of the "normal" part of the
population - resulting in a higher number of
valid SINs. After all you need one to employ someone legally. So make
sure your promising workers get one.
Humans: Not much to say really. Most accepted but slightly worse
demographics then elves and dwarfs.
Ork/Troll: High fertility (at least for Orks), low life span, really bad
education and widely seen as below human
level. Now talk to me about being slotted over. Chances to get a
legitimate job and someone with a valid sin to
vouch for you shouldn't be THAT easy resulting in low overall numbers of
SINs.

5)Well Joe shadowrunner would have to get to the nearest municipal
building and apply for one. Unfortunately (see
above) he would have to prove that he's got a legal job that will
support him (shadowruns DO NOT qualify :-)) and
to find someone officially SINed to give a positive account of how nice
a citizen he would be. That should axe
most runners dreams of a legitimate SIN.
Easiest way to obtain one would be to do a real favour to a high ranking
corp. Due to the megas extranationality
they have the right to issue their own legitimate SINs. That should be
enough to apply for national citizenship
any day (I presume no runner wants to run around with a tag of "What? Oh
yes, I'm a Yamatetsu citizen but you can
trust me nevertheless Mr. Ares).

Not tardy at all. Thanks for the input. I am intrigued by your logic on there being more
SIN'less humans than dwarves
but I think your logic is valid. Which is why I asked; to get other points of view on the
issue.
