Forgive my ignorance...

I have gathered that Dikoted rounds are diamond dust coated. If I am
correct I have one questions perhaps, depending on the answer to the first,
two.

First question:

What are the stats for said rounds? Damage Mods, Cost Mods, Availability,
Legalities, etc.

Where did the stats come from? Was this generated here on the list by some
maniacally diabolical twisted psyche or are they available through a source
book (still maniacally diabolical and twisted, I might add)?

Not diamond dust, but a thin film of crystalline carbon (i.e. diamond).
Close enough, though.

Non-existent :-)

Somebody came up with a weapon design whose ammunition could be DiKoted.
In general you can't DiKote bullets et cetera, although it's extremely useful
for edged weapons and moderately so for - for instance - forearm guards.

The house rules others have derived are, of course, another matter :-)

Sounds rather like APDS isn't good enough for some. Or a sliver gun. I
thought maybe this came from a sourcebook I hadn't purchased, yet.

Another point of interest, the technology to create dikoting
exists. On a recent episode of Beyond 2000, (by the way we are a few
years behind) they showed how a couple of scientists created a
dikoting chamber and heater for about $200(US). Admittedly they used
to create industrial diamonds but still. Oh and another thing, it was
build out of homemade appliences
