I think it's a basic 4 because that's easier in terms of bookkeeping: the
TN to "see" through Disregard is equal to twice the caster's successes, so
with a TN 4 all you need to do is remember how many successes were rolled.
If the TN is the onlooker's Intelligence (for example), you need to write
down the exact rolls so you can figure out the spell's effects against new
targets, who weren't looking at the time the spell was cast.
