Well, in order to allow players with a divine totem to invoke that totem
for their magic, you first need to have divine beings. So, this depends
on whether gods exist or not. If you say they do, they may be willing to
give their power to a totem. If you say they don't, no totem can use
their power.
This could lead to a whole new character class: priests.

Well, actually, there may be a couple of problems. One is that they "old
gods" of Europe are already back, FASA calls them "Idols" in the German
Sourcebook. Two, are the "gods" old enough to be able to use magic?
Were they worshipped circa 3,200 to 3,500 bce? Jehovah, being a linear
descendent of the Aryan forge-god just might qualify. . .
