What does it do?

I know I'm missing something somewhere, but I can't figure out what this
techtoy does in game terms.
I understand it allows for cybercontrol of non-cybersystems in a
cyberlimb, but I have no idea what that means.

Any help out there?

Well any device which isn;t already stated as having a cyber equivalent
can probably be put in an arm (space allowing) but to have it controlled
mentally requires teh DNI.
E.g. Torch (flashlight) fingers. Recording devices with microphones
(control volume, fast forward, rec, play etc mentally). And many others.
