First off:
You gotta be kiddin' me. 10 runs, 150 Blood Mages 'turned in'. 150. 15 per run,
captured by how many PCs? How'd they keep them -captured-? So what're they going to do,
now that Aztlan is OUT of blood mages? Tell me, did your PCs ever lose anyone? One blood
mage should be able to take on two or three PCs easily, unless they a) plan way, way
ahead, b) bring along 100:1 superiority in technical firepower, and c) surprise the shit
out of the bleeders. Did they go 'hunting' blood mages -- please note, that's a million
=Y= a pop for the live ones, for about 150,000,000 nuyen you've given them -- with MBTs
with net guns or something? Blood Mages are -powerful-. The magic is corrupting, but
it's powerful as all hell, 'omae'. You really, REALLY need to do something about this...
Second:
The Draco Foundation IS NOT A CLEARING HOUSE FOR DRAGONS. It's a Foundation set up to
fulfill the requirements of Dunkelzahn's will, an act which pissed More Than A Few other
great dragons off. Furthermore, it's run by the elven mouthpiece of said deceased dragon,
someone who has their own agenda and who is trustworthy about as far as you can spit her.
No dragon would trust the Foundation further than they absolutely had to -- certainly not
with anything critical to their personal safety, security, hoard, home, etc. etc. et
fraggin' cetera. Just about any dragon sees a DF spokesperson, they think 'lunch' first,
'target practice' second, and 'person to talk to' a very, very distant third...

Go read. That's just the Great Dragons. Make up your own lessers, but there's at least a
half-dozen scattered throughout the literature. Dragon Hunt, Bottled Demon, etc. etc.
etc.
Fourth:
HMHVV. Lots of magic -- in actuality, I seem to recall HMHVV being termed as a 'Deadly'
disease for the purposes of 'Cure (X) Disease' spell targets and such. As for the virii
themselves, if you're hit 'sloppily', I'd consider you infected. The virus won't be able
to take you over, however, unless you're drained of essence and thus near-death. (Please
note, just being shot down like a dog doesn't drain your essence. Nor does cybersurgery.
Essence Drain is, or should be, a very specific function and effect, lest you have the boy
munchkining his way to vampirism -- NOT a good thing.)
In conclusion:
I -really- think your game has gotten out of hand ... but that's just me.
