The rules are a bit unclear about drain for sustained and permanent spells.
I had always assumed that you only roll for drain once, as had most people I
know - could you imagine sustaining a Detect Enemies spell for any length of
time if you had to roll for drain every 3 seconds? The only point in
question was _when_ you had to check for drain. It is a case of:

When does one resist drain for sustained spells?

i) When the spell is cast (meaning casting a Deadly drain
sustained spell could possibly result in the spell never
going off because the caster passes out).
ii) When the spell is dropped (meaning the drain for a
quickened or spell-locked spell is taken if the spell
lock or quickening is removed/destroyed).

With the same argument applying to permanent spells, since they must be
sustained for a period of time before they become permanent. I always made
drain tests for permanent spells once the spell was finished (thereby
allowing magicians to actually heal deadly wounds, even if they took deadly
drain for it). But I had always ruled that drain for sustained spells was
taken when the spell was first cast, which made things like Mind Probe a bit
risky, since you might never actually see the spell go off - you'd pass out
first. Otherwise a damaging manipulation which was sustained and had all
these nasty effects (like three elemental effects and so on) could be used
very munchkinously - sure, the caster flops when he drops the spell, but
meanwhile everything in its area of effect takes deadly damage and three
elemental effects every round. I don't know which way the rules are meant to
be interpreted, is there a ruling from the DLoH floating around anywhere?
