The Drakes in PAONA don't have wings either, so it is definitely a
different kind of Drake.

The drake in question (ryan) is one of the Earthdawn
type of drakes, (another crossover :)

According to published earthdawn material, the drakes were
human dragon hybrids created as servants to the great dragons.
They had spellcasting abilities and could appear in the
form of either a small dragon or a namegiver(metahuman,
usually elf or human)

I also read somewhere that the drakes were created to be
more 'loyal' servants than the IE fiasco...apparently
the drakes would hibernate with their dragon masters
over the mundane age and so not get up to mischief :)
